Through a collaboration between the State Education Department, State University of New York Charter Schools Institute and the New York City Department of Education, a new and improved Enrollment and Retention Target Calculator has been developed.
E&R Target Calculator Summary of Changes
The methodology that drives the calculator has remained the same. The major changes to the calculator are:
- Data sets: Enrollment and retention data used to create the calculator have been updated with 2011-12, 2012-13 and 2013-14 data sets;
- Variables: Due to the variability of reporting accuracy of Free and Reduced Priced Lunch data across the state, the calculator now uses Economically Disadvantaged (similar to NYC DOE’s Economic Need Index) as a measure of poverty. Economically Disadvantaged/ENI are a permissible substitution for FRPL because the statute calling for the original creation of the targets required targets be set for three at-risk subgroups, including students who are eligible for Free and Reduced Priced Lunch. All students who are identified as Economically Disadvantaged/ENI are also eligible for Free and Reduced Priced Lunch – this data set just happens to be more accurate because it is not clouded by federal child nutrition reporting requirements.
