The New York State Education Department (NYSED) Office of Educator Quality and Professional Development (OEQPD) is seeking proposals from technical assistance providers with demonstrated knowledge, expertise and the capacity to provide technical assistance and professional development to support the implementation of Annual Professional Performance Reviews (APPR) under Education Law §3012-d and Subpart 30-3 of the Rules of the Board of Regents. As a part of the Department’s commitment to continue to strengthen the evaluation system and its implementation, we intend to further build capacity of the field by conducting seven (7) regional convenings and three (3) webinars. Participating districts will receive professional development tailored to the most commonly identified needs within seven regions across the state (Buffalo; Capital Region; Long Island; NYC; Rochester/Southern Tier; Syracuse/North Country; Yonkers)1 as determined by a gap analysis/needs assessment utilizing the New York State Quality Framework.

The eligible bidders may include public or private Institutions of Higher Education (IHEs), not-for-profit and for-profit organizations or agencies. Bidders should have documented expertise and experience in providing professional development and technical assistance in the field of K-12 teacher and principal evaluation and leveraging the results of staff evaluation to inform other talent management initiatives.
Subcontracting/Minority and Women-Owned Business Enterprises (M/WBE)
Subcontracting will be limited to thirty percent (30%) of the total contract budget. Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel.
Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Compliance methods are discussed in detail in the Minority/Women-Owned Business Enterprise (M/WBE) Participation Goals section below.
Terms of Contract
NYSED will award one contract(s) pursuant to this RFP. The contract(s) resulting from this RFP will be for a term anticipated to begin October 1, 2017 and to end March 31, 2018.
